Articles 10 and 13: Sidewalks, sewers part of plan


If the new schools project is approved, the town will also seek to build sidewalks in the surrounding neighborhood and allow residents in the area to connect to the new sewer line running to the school.

Article 10 would appropriate $600,000 for sidewalks in West Andover on streets connecting to the new schools site. Other public and privately sponsored sidewalk articles are included on the warrant this year.

Funds for Article 10 would be approved only if passed by voters in a debt exclusion override vote separate from the schools vote, on May 23.

Town Manager Buzz Stapczynski says he supports the article in spite of other sidewalk requests this year, because sidewalks within a half-mile of schools should be Andover's first priority.

Article 13 would appropriate $3.4 million to connect residents of West Andover in the Forest Hill Drive and Cross Street neighborhood to the new sewer line that would be brought to the area to serve the new schools.

The sewers would be paid over 20 years, with two-thirds of the cost paid by abutters in betterment charges, and one-third paid by current sewer users through fees.

Residents on the following streets would be eligible: Launching Road, and Mercury, Apollo and Gemini circles, Forest Hill Drive, Aspen Circle, Bittersweet Lane; Wintergreen, Deerbury and Brierwood circles; Sandalwood Lane, Pepperidge Circle; Alpine Drive; Sugarbush Lane; Brady Loop; Monahan Lane; Cross Street and Mulberry Circle.

If Article 9 fails, articles 10 and 13 would be withdrawn.
